Assistant General Manager, Finance/CFO
Davis Allen, Assistant General Manager of Finance and Chief Financial Officer of the Metropolitan Atlanta Rapid Transit Authority (MARTA), joined the Authority in 1989 as Manager of Financial Planning and Analysis and has over thirty years of expertise in management, finance and accounting.
Prior to becoming the Chief Financial Officer for MARTA, Mr. Allen held the leadership role of Director of Financial Management & Analysis and Treasurer from 2000 - 2006. He also serves as the chair of the Management Pension Committee and represents the Authority on the Represented Employees’ Pension Committee as well.
As CFO, Mr.. Allen has the responsibility to oversee the Authority’s revenue collection, cash management, debt service, capital financing, financial reporting, the Development of Operating and Capital Budgets, Contracts and Procurement, and Capital Program Management including the Architect and Engineering Consultant Contract. He is responsible for the strategic direction and daily management of the Department of Finance. He also successfully implemented several cost containment measures to consistently maintain the financial viability of the Authority’s operating and capital budgets.
Mr.. Allen received his Bachelor of Science degree in Business Administration from Savannah State College and his Master of Business Administration in Finance and Accounting from Clark Atlanta University.
